The Department of Early Assistance "Family" is a structural unit of the Kuzbass Regional Center for Psychological, Pedagogical, Medical and Social Assistance "Health and Personal Development." The functions and powers of the founder of the Center on behalf of the subject of the Russian Federation - Kemerovo Region are carried out by the executive body of state power of the Kemerovo Region - Ministry of Education and Science of Kuzbass.

The department sells its services for children from birth to 7 years old with identified developmental disorders (risk of disruption not attending preschool educational institutions, their parents and teachers of children's institutions. The provision of services to children is possible only with the written consent of parents (legal representatives) and accompanied by adults . Children attending state educational institutions and their families may be provided with short-term counseling or a prolonged counseling service.

The institution’s activities are based on an interdepartmental approach, including methods and technologies of medical, social, psychological and pedagogical assistance to children of infancy, early and preschool age with identified violations (risk of violation) and their families in crisis situations.

The aim of the Early Assistance Service is organized psychological, pedagogical and social support for a family with a child with identified developmental disabilities (developmental risk) who does not attend an educational institution, the selection of adequate ways to interact with the child, his upbringing and education, correction of developmental disabilities.

Achieving the goal is carried out through the solution of basic tasks:

• conducting a psychological and pedagogical examination of children with developmental disorders (risk of impairment and their families;

• the provision of comprehensive corrective and developmental assistance to children with developmental disorders (risk of impairment) and their families;

• implementation of work on adaptation, socialization and integration of children with developmental disorders (risk of impairment);

• inclusion of parents (legal representatives) in the process of raising and educating the child;

• determination of the further educational route of the child.

The main form of rendering services to a child and his family is “psychological and pedagogical support” . It is aimed at assessing (including dynamic assessment) and supporting the child’s mental development and psychological state, preventing secondary disorders, normalizing parent-child interaction and overcoming the child’s behavioral problems, solving the psychological problems of the child and his family environment.

The main content of the psychological and pedagogical support of the family is the implementation of an individually-oriented program. The family support program and plan is prepared by the specialist (s) together with the parents based on the results of a comprehensive examination.
